PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Connecticut Airport Authority this class is accountable for supervising the office and operational activities at Groton-New London Airport, Brainard Airport, Oxford Airport or Windham and Danielson Airports.

SUPERVISION RECEIVED

Receives general direction from the Deputy Commissioner, Bureau of Aviation and Ports or other employee of higher grade.

SUPERVISION EXERCISED

Supervises staff assigned to the airport.

EXAMPLES OF DUTIES

  • Supervises staff and operations of airport;
  • Schedules, assigns, oversees and reviews work of staff;
  • Determines priorities and plans work;
  • Develops or assists in development of related policy;
  • Conducts performance evaluations;
  • Prepares or assists in preparation of airport budget;
  • Maintains contacts with individuals both within and outside of airport who might impact program activities;
  • Inspects ground and air operations areas to note conditions and issues instructions for any repairs or maintenance;
  • Works with contractors and state maintenance forces to ensure safety and minimum operations interference;
  • Maintains and keeps current airport emergency plans and procedures;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations pertaining to aircraft operations and airport administration;
    • fixed base operations and airline operations
  • Knowledge of
    • airport equipment including maintenance equipment, fire suppression equipment, radar and lighting;
    • snow removal and ice control operations;
    • meteorology;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to utilize computer software;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the aeronautical operations activities of an airport or a scheduled airline.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have involved responsibility for the implementation of airport policies and procedures relating directly to Airside Operations and Airport Certification.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in aviation management or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in aviation management or a closely related field may be substituted for one (1) year of the Special Experience.

WORKING CONDITIONS

Incumbents in this class may be exposed to moderately disagreeable conditions on occasion such as weather conditions and loud noises.
