In the Department of Children and Families this class is accountable for administering  the clinical and administrative programs and operations of the Albert J. Solnit Children's Psychiatric Center.

• Administers staff and operations of the facility clinical and administrative program areas; 
• Establishes standard operating procedures and methods of program implementation;
• Confers and collaborates with management staff in formulation of policies to assure a comprehensive integrated service delivery system within regions;
• Develops appropriate programs of treatment including diagnostic evaluation, behavioral adjustment and placement; 
• Responsible for general administration including budget preparation, personnel and ancillary support services;
• Confers with visitors, relatives and professional consultants regarding patients and/or residents and institutional practices; 
• Ensures conformance of all procedures and programs with statutory laws governing patients and/or residents; 
• Ensures standards established and met that result in facility accreditation;
• Leads the recruitment and hiring of staff, including outreach, interview and selection;
• Performs related duties as required.

• child and youth welfare services and children’s mental health issues including education and treatment;

• Knowledge of quality assessment and/or improvement techniques and accreditation body standards;

• collaborate within department, state, community and agency constituent groups.

Ten (10) years of professional experience working with or on behalf of children, youth, and families in one or more of the following areas: delivery of residential or institutional services, mental health, child welfare, juvenile justice or correctional services, pediatrics, nursing, K-12 public education, social or developmental services or law.

Five (5) years of the General Experience must be in a managerial capacity.

NOTE: Managerial capacity is defined as having responsibility for policy setting, resource allocation, interdisciplinary service planning, coordination of service delivery, and program administration.

• An advanced degree in social work, human services, nursing, psychology, psychiatry, public administration, health care administration, business administration, education, law, or a closely related field is required.
  
• Incumbents in this class may be required to travel.
