PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for providing information and assistance to taxpayers and responding to taxpayer complaints.

SUPERVISION RECEIVED

Works under the general supervision of the Deputy Commissioner or employee of higher grade.

SUPERVISION EXERCISED

May lead or supervise lower level employees as assigned.

EXAMPLES OF DUTIES

  • Researches and attempts to resolve taxpayer problems after all other channels have been exhausted, such as non-payment of credit or refunds, penalty or interest problems, duplicate, invalid or misuse of taxpayer registration numbers; 
  • Determines whether an investigation will result in a change in taxpayer's taxes, penalty, etc.; 
  • Clarifies content of letters/notices that are received by taxpayer; 
  • Reviews procedures and methods within the agency that may be causing taxpayer difficulty; 
  • Participates in policy decisions; 
  • Recommends changes as appropriate; 
  • Acts as liaison with the Directors of other operating units, agencies and legislature in the resolution of taxpayer problems; 
  • Communicates method of resolution with taxpayers; 
  • Maintains files on all taxpayer cases; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • the Department of Revenue Services' organization and functions; 
    • and understanding of appropriate tax statutes; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to understand, interpret and apply tax law relating to taxpayer complaints; 
  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in a public or private organization in communications, public information, technical public contact or public relations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have involved work in tax administration.

NOTE: Tax administration is defined as work involving the interpretation and review of tax statutes, laws, and regulations, exercising independent judgment on tax issues, making determinations on taxability.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in communications or a closely related field may be substituted for one (1) additional year of the General Experience.
