PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Chief State's Attorney, in a Judicial District office, Geographic Area office or Specialized Unit in where there is a demonstrated need for the following levels of supervision this class is accountable for directing the operations of the office and for representing the interests of the State in prosecution of assigned criminal and motor vehicle cases and infractions. This class also may be used by the Office of the Chief State’s Attorney for assisting in the management of a statewide specialized program.

SUPERVISION RECEIVED

Receives administrative direction from the Chief State's Attorney, a Deputy Chief State's Attorney, State's Attorney or Executive Assistant State’s Attorney.

SUPERVISION EXERCISED

Directs the staff of a Judicial District Office, Geographic Area Office, Specialized Unit in the Office of the Chief State’s Attorney or coordinates with staff assigned to various offices in a statewide specialized program.

EXAMPLES OF DUTIES

  • Reviews all documentation relative to assigned criminal cases and infractions and directs supplemental or further investigation;
  • Prepares cases for arraignment, selecting appropriate charges, preparing original statement of facts;
  • Reviews outstanding defense motions and prepares responses or objections as appropriate;
  • Interviews witnesses and victims;
  • Evaluates strengths and weaknesses of case in light of above findings;
  • Initiates and completes related legal research;
  • Responsible for plea negotiations with defense attorneys;
  • Conducts pre-trial conferences; 
  • Conducts jury selection;
  • Tries cases before juries, three-judge panels, a single judge or magistrate;
  • Reviews applications for arrest warrants and, upon approval, signs and presents to presiding judge for final review and signature;
  • Maintains liaison with and functions as a resource to state and local police;
  • Advises victims of crimes as to their rights and directs them to the appropriate supportive agencies;
  • Defends petitions of habeas corpus including preparation of pleadings, argument of motions and trial of action;
  • If a member of the Appellate Unit, defends appeals brought by convicted defendants before the Appellate Court and Supreme Court;
  • May prepare appellate material for submission to Chief State’s Attorney’s Office after conviction;
  • May review applications for search and seizure warrants;
  • Performs related duties as required.
JUDICIAL DISTRICT OFFICE, GEOGRAPHIC AREA OFFICE OR SPECIALIZED UNIT:
  • Directs the staff and operations of the unit;
  • Coordinates, plans and manages unit activities;
  • Plans office work flow and determines priorities; schedules, assigns, oversees and reviews work of prosecutorial staff;
  • Conducts performance evaluations, including remedial plan of action for areas in need of improvement;
  • Establishes and maintains office procedures;
  • Participates in the development, implementation and evaluation of goals consistent with Division mission and policy;
  • Provides on-the-job staff training and serves as technical resource;
  • Reviews and approves leaves and time cards;
  • Maintains adequate staffing levels;
  • Initiates request for temporary replacement personnel;
  • Establishes procedure for and maintains physical security of office;
  • Responsible for appropriate implementation and documentation of progressive discipline from first remedial counseling sessions;
  • May represent the employer in the Step 1 grievance hearing;
  • May initiate preventive discipline;
  • May work with Supervisory Inspector in assigning work to Inspectors;
  • Prepares administrative reports and correspondence;
  • Performs related duties as required.
STATEWIDE SPECIALIZED PROGRAM:
  • Serves as an advisor on issues of a legal, procedural, legislative or policy nature;
  • Interprets and administers pertinent laws;
  • Informs administration of relative issues and activities;
  • Represents the Chief State’s Attorney on various boards and committees;
  • Conducts statistical research;
  • Assists State’s Attorneys with matters concerning assigned staff and prosecution as requested;
  • Performs relaed duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • criminal law and legal process, legal principles and practice;
    • and ability to interpret and apply relevant State and federal criminal law;
    • the statutory authority, operation and administration of the Division of Criminal Justice;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Membership in good standing with the Connecticut Bar and current service as an Assistant State’s Attorney or Senior Assistant State’s Attorney.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
