PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management this class is accountable for directing the development, analysis, planning and coordination of policies and programs in the area of human services and participating in the development of the Governor’s Recommended Budget in the human services field.
SUPERVISION RECEIVED
Receives administrative direction from the Under Secretary for Policy, Development and Planning Division.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
- Directs development, research, analysis, planning, implementation, evaluation and coordination of state policies, actions and programs to deliver a comprehensive system of human services;
- Directs development and delivery of state, federal and locally funded long term care services covering a full continuum of care for disabled populations;
- Directs Connecticut Partnership for Long Term Care;
- Coordinates activities of other state agencies and private sector organizations to resolve policy and program issues with statewide implications;
- Determines and assesses nature and extent of human services problems and issues, their inter-relationship and extent to which policies and programs do or can effectively address such problems and issues;
- Directs development, design, promotion and implementation of activities, systems, programs and methods for policy implementation and effective or improved service delivery and program operation;
- Develops and implements work agenda and budget for unit;
- Chairs inter-agency committees and other task forces;
- Represents Secretary or Under Secretary on councils and commissions before the Legislature;
- Makes recommendations on agency program changes, funding levels and budgets;
- Participates with Budget and Financial Management Division in development, adoption and monitoring of human services budgets;
- Maintains relationships with state human service and development agencies and federal officials as necessary;
- Develops, maintains and administers a system for reviewing, evaluating and recommending the Governor's position on state and local proposals and applications for federal, private or other funding, actual and proposed state and federal legislation, regulations and policies in area of human services programs;
- Initiates and directs research evaluations, studies and report preparation concerning human services programs;
- Provides long term projections, policy and impact assessment concerning budgets and programs relating to human services;
- Drafts legislation;
- Coordinates inter-agency data management policy and facilitates data access for policy analysis;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May design and administer consultant contracts;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to interpret relevant state and federal laws, statutes, regulations and legislation relevant to human services programs;
- human service administration and structure and organization of long term care;

- human services program objectives in state with particular emphasis on development and central issues involving such programs;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in research, planning, management or policy analysis involving human services.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the supervisory level.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
