PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Children and Families, Albert J. Solnit Children's Psychiatric Center, this class is accountable for assisting in the direction of operations of the North Campus or South Campus.

SUPERVISION RECEIVED

Receives administrative direction from the Superintendent or other administrative official of higher grade.

SUPERVISION EXERCISED

Assists in directing staff of the facility.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations of clinical and administrative programs;
  • Assists in coordinating, planning and managing program activities;
  • Assists in establishing standard operating policies, procedures and methods of program implementation; 
  • Assists with general administration including budget preparation, personnel and ancillary support services; 
  • Assists in directing assigned staff in a facility; 
  • Represents Superintendent on issues relevant to all facility operations; 
  • Confers with visitors, relatives and professional consultants regarding clients and agency practices; 
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May function as acting Superintendent as required; 
  • May represent facility at meetings of professional and community organizations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations; 
    • child and adolescent care, education and treatment; 
    • principles and practices of institutional management; 
  • Considerable
    • interpersonal skills;
    • oral and written communication skills; 
  • Ability to manage staff and clients effectively.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in a treatment facility in quality assurance, treatment or education serving children and youth with complex psychiatric challenges.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial capacity.

NOTE: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies, and developing and monitoring a budget.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in management, public administration, social work, or a closely related field may be substituted for one (1) additional year of the General Experience.

NOTE: Closely related fields are: child welfare, applied sociology, social and/or human services, clinical psychology, child development, criminal justice, counseling, human development and family relations, human services, marriage and family therapy, nursing, education.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
