PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for administering the programs and operations of the Building Design and Construction Division.

SUPERVISION RECEIVED

Receives executive direction from the Deputy Commissioner of the Building Design and Construction Division or other administrative official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of division; directs all staff.

EXAMPLES OF DUTIES

  • Administers staff and operations of the division;
  • Develops, implements and evaluates division policies, goals and objectives;
  • Designs and develops division programs and activities;
  • Implements new procedures and procedural revisions;
  • Determine appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for division staff;
  • Prepares division budget;
  • Maintains contacts with individuals within and outside of division who might impact on policy and program activities;
  • Serves as a member of the Architectural and Engineering Selection Committee;
  • Prepares standard specifications to be utilized as a reference for subordinates and architectural and engineering consultants;
  • Directs project design and preparation of plans and specifications;
  • Prepares and coordinates preliminary surveys and planning of building requirements for state agencies;
  • Reviews plans, specifications and reports prepared by architectural or engineering consultants and staff for conformance with agency requirements and determines completeness of submitted documents in accordance with contracts;
  • Coordinates architectural aspects of projects with other units as necessary;
  • Performs site inspections to determine compliance to specifications;
  • Reviews and makes recommendations on proposed change orders to plans and specifications;
  • Recommends solutions to civil, structural, electrical, mechanical and similar problems for all state agencies;
  • Makes formal presentations to industry professionals;
  • Lead the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • principles, practices and methods of architecture, building design and design aspects of building modifications and construction;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience as a project architect with full responsibility for the architectural design of major building projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a supervisory or managerial capacity directing the work of architects involving several disciplines in architectural design of major building projects such as commercial and public buildings and institutional facilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in architecture may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of five (5) years for a Bachelor’s degree in architecture.
  • A Master’s degree in architecture may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain appropriate current license, permits and/or certifications including a State of Connecticut Architect’s license.
  • Incumbents in this class may be required to travel.
