PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency or airport facility this class is accountable for acting as a working supervisor of an assigned shift of Firefighters engaged in performing fire fighting and fire prevention operations and the provision of crash rescue, emergency medical and crisis response services while assisting a Fire Captain in the supervision of a facility fire fighting operation.

GUIDELINES FOR JOB CLASS USE

Incumbents in this class perform standard fire fighting and fire prevention functions in addition to performing specialized functions as required based on the assigned work location.

  • CENTRAL CONNECTICUT STATE UNIVERSITY, New Britain: Responsible for activities in support of fire and life safety, emergency operations and assists in environmental and hazardous materials safety activities as requested. This position does not supervise a shift of Firefighters.
  • DEPARTMENT OF DEVELOPMENTAL SERVICES: Responsible for developing processes and procedures for statewide agency Evacuation Score Determination Program.
  • UNIVERSITY OF CONNECTICUT HEALTH CENTER, Farmington: Responsible for oversight of Neonatal Transport Program.
  • UNIVERSITY OF CONNECTICUT, Storrs: Responsible for ensuring compliance with life safety codes, reviewing building plans and testing fire prevention equipment or responsible for building inspection to ensure compliance with fire safety codes and department training requirements.

SUPERVISION RECEIVED

Receives general direction from a Fire Captain or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Firefighters, Fire Inspectors, and other employees on a shift as assigned.

EXAMPLES OF DUTIES

ALL LOCATIONS: 
  • Supervises and assists an assigned staff in performance of fire fighting functions and duties including fire fighting and technical rescue, emergency medical services, fire prevention activities, equipment maintenance and communications; 
  • Formulates shift assignments and reviews results for accuracy, effectiveness and conformance with policies and standards; 
  • Studies, analyzes and evaluates duties performed by lower level Firefighters and other personnel; 
  • Responsible for coordination of information transfer across shifts; 
  • Acts as Incident Commander on scene of fire, emergency and medical responses which includes formulation of strategy and tactics for effective mitigation of situations; 
  • Responsible for hazardous materials under mass decontamination procedures; 
  • Ensures appropriate records and reports completed in an accurate and timely manner and in compliance with national standards (i.e., National Fire Incident Reporting System); 
  • Conducts mandated facilities inspections on a regular basis; 
  • Assists in and/or provides educational instruction and training to fire fighting and non-fire fighting departmental personnel, other agency personnel and individuals; 
  • Assists in conducting performance evaluations; 
  • May identify training needs, develop monthly objectives and ensure fulfillment of certification needs; 
  • May be responsible for completion of shift change duties such as vehicle readiness, radio accountability, etc.; 
  • May implement established procedures; 
  • Performs related duties as required.
DEPARTMENT OF DEVELOPMENTAL SERVICES: 
  • Develops processes and procedures for statewide agency Evacuation Score Determination Program; 
  • Trains new inspectors to conduct program site visits; 
  • Supervises and schedules staff to conduct Evacuation Score site visits; 
  • Conducts Evacuation Score site visits; 
  • Reviews all Evacuation Score results.
CENTRAL CONNECTICUT STATE UNIVERSITY: 
  • Develops processes and procedures for training in support of fire safety program, emergency operation plans, hazardous materials safety data sheets and assists in other environmental concerns as requested; 
  • Acts as fire safety officer in ensuring compliance with life safety codes, building inspections and testing fire prevention equipment (e.g., fire alarms, sprinkler systems, etc.); 
  • Provides educational instruction and training on fire safety program to non-fire fighting departmental personnel, other agency personnel and individuals; 
  • Serves as technical resource to University community and regulatory agencies on behalf of the University; 
  • Ensures all fire related licenses and permits are maintained and appropriate records and reports are completed in compliance with national standards on behalf of the University.
UNIVERSITY OF CONNECTICUT, Storrs: 
  • Acts as fire safety officer in ensuring compliance with life safety codes, reviewing building plans, testing fire prevention equipment (e.g., fire alarms, sprinkler systems, etc.); 
  • Acts as training officer in identifying training needs, developing monthly objectives, ensuring fulfillment of certification (e.g., National Fire Protection Association, Hazardous Materials, Emergency Medical Training).
UNIVERSITY OF CONNECTICUT, Storrs, Fire Marshal and Building Inspector Unit: 
  • May be primarily responsible for building inspection to ensure compliance with fire safety codes and departmental training requirements and may not supervise an assigned shift during these activities.
UNIVERSITY OF CONNECTICUT HEALTH CENTER: 
  • Responsible for oversight of Neonatal Transport Program and prepares patient transport forms, recommends policies and procedures, maintains equipment as necessary; 
  • May assist local fire official in performance of inspections.

KNOWLEDGE, SKILL AND ABILITY

CENTRAL CONNECTICUT STATE UNIVERSITY: 
  • Knowledge of
    • safety practices and procedures related to chemicals and hazardous materials; 
    • state and federal laws and regulations regarding storage and transportation of chemicals and hazardous materials.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience as a Firefighter in an organized fire department at the level of a National Fire Protection Association (NFPA) Firefighter 2 or in the state fire fighting service.

SPECIAL REQUIREMENTS

  • Incumbents in this class must obtain and retain National Fire Protection Association (NFPA) Fire Officer 1 certification.
  • Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license with proper endorsements.
  • Incumbents in this class may be required to obtain and retain Emergency Medical Technician (EMT) certification or a Paramedic license.
  • Incumbents in this class may be required to possess and retain Department of Emergency Services and Public Protection, Office of State Fire Marshal, Fire Inspector certification.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class
  • Applicants may be required to pass a physical examination.

WORKING CONDITIONS

Incumbents in this class may be exposed to a moderate amount of lifting equipment, danger of injury or loss of life during fire fighting and crash rescue operations and handling of hazardous materials, significant mental stress in responding to life and death emergencies and to strongly disagreeable conditions including exposure to weather, loud noises, chemicals and hazardous materials.
