PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health, Preventable Disease Section this class is accountable for acting as supervisor of a staff engaged in the inspection, identification, and correction of problems concerning public drinking water supplies, for planning a safe, adequate supply of drinking water and enforcing compliance with state/federal laws and regulations.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises environmental engineers, sanitarians, and other staff as assigned.

EXAMPLES OF DUTIES

ENGINEERING: 
  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans section work; 
  • Establishes and maintains section procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Coordinates technical functions for protection of public water supplies and sewage disposal, sub-division, swimming pools and bathing areas as they affect drinking water supplies; 
  • Leads staff in inspections, reviews of technical plans and recommendations for corrective action and in technical aspects of correction of private well problems; 
  • Advises industry officials and local health departments of approved technical methods for obtaining compliance with federal/state laws and regulations; 
  • May prepare legislation and regulations; 
  • May conduct hearings and pre-hearings for variances and exemptions; 
  • Performs related duties as required.
PLANNING: 
  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans section work; 
  • Establishes and maintains section procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Coordinates the review of utility plans for future water supplies; 
  • Leads staff in preparation of enforcement actions and confers with Attorney General regarding legal actions; 
  • Assists in development of health programs in specialized areas of water supplies, sewage disposal, sub-divisions, swimming pools and bathing areas as they effect drinking water supplies; 
  • Develops policy recommendations to ensure future safe and adequate supply of drinking water in state; 
  • Assists in coordination of other state agencies whose programs have an impact on drinking water supplies; 
  • Establishes training programs for local officials, utility officials and others to increase compliance with state/federal laws and regulations; 
  • May propose legislation and regulations; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

ENGINEERING: 
  • Knowledge of
    • the principles of environmental engineering with particular reference to drinking water supply; 
    • the regulations dealing with environmental programs; 
  • Considerable
    • interpersonal skills; 
    • oral and written communications skills; 
  • Considerable ability to plan, oversee and make environmental engineering surveys and investigations and to review detailed plans and specifications; 
  • Ability to interpret chemical, microbiological, physical and radiological analyses of water;

  • Considerable knowledge of the legal aspects of enforcement of state/federal laws and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in major environmental program planning, analysis, and policy development concerning protection of water supplies or planning for water supplies and water resources.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in civil engineering, environmental engineering, or public health may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.

COMPENSATION GUIDELINES

  • The classification of Public Health Water Supplies Section Supervisor (Engineering) is assigned to Salary Group FS 32a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 33.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
