PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for directing and planning the operations of multiple Project Management teams.

SUPERVISION RECEIVED

Receives executive direction from the Deputy Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of Project Management teams;
  • Coordinates, plans and manages division activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of division budget;
  • Maintains contacts with individuals both within and outside of division who might impact project activities;
  • Directs project initiation, planning and execution to ensure project needs are met;
  • Reviews and approves or disapproves project bid and construction schedules;
  • Evaluates outside architectural, engineering, construction and contracting firms working on Construction Services projects and may administer evaluation procedures;
  • Consults with agency representatives to determine that building project requirements are met;
  • Ensures project schedules are met and expedites resolution of project conflicts;
  • Arbitrates controversial design and construction problems;
  • Makes recommendations for needed legislation;
  • Assists in preparation of regulations and manuals;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in the design and construction of commercial, industrial or institutional building projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been managing, directing and overseeing the entire operation of assigned design and construction projects from initial plans through design and construction to occupancy of facilities and post-occupancy evaluations.

NOTE: For state employees this experience is interpreted at the level of a Construction Services Assistant Director of Project Management.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in architecture, engineering, construction management or facilities management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in architecture or engineering may be substituted for one (1) additional year of the General Experience.
  • A Connecticut Professional Engineering or Architecture Licensure may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC - American Institute of Constructors) or Certificate as an Engineer in Training (EIT - National Council of Examiners for Engineering and Surveying).
  • Incumbents in this class may be required to travel.
