PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Labor this class is accountable for assisting in the direction of the programs of the Office of Research and Information.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Research and Information or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of the office.
EXAMPLES OF DUTIES
- Assists in directing staff and operations of the Office of Research and Information;
- Assists in coordinating, planning and managing diverse economic and technical studies in field of labor and employment security;
- Evaluates staff;
- Assists in preparation of office budget;
- Maintains contacts with individuals within and outside of office who might impact program activities;
- Schedules special assignments and analyzes problems;
- Assists in directing preparation and editing of research reports for publication;
- Assists in preparation of research to measure effect of proposed legislation and policy changes;
- Negotiates contracts with the United States Department of Labor;
- Oversees contract work performed by outside consultants;
- Speaks before professional and lay groups on subjects related to research;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- relevant state and federal laws, statutes and regulations;
- Knowledge of
- and ability to apply management principles and practices;
- labor economics and sources of statistics for research in fields of labor and unemployment;

- oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in labor research and analysis or labor economics.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been performing the most complex duties in the development and implementation of research projects or as a specialist in economic research and developing economic strategy.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
- For state employees one year of experience as a Research Analyst Supervisor may be substituted for the General and Special Experience.
