PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health, Public Health Laboratories this class is accountable for administering the scientific programs and operations of the Biological Sciences Division and assisting the Director of Public Health Laboratories in the administration of the Public Health Laboratories.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Public Health Laboratories.
SUPERVISION EXERCISED
Administers programs and operations of division; directs all staff.
EXAMPLES OF DUTIES
- Administers staff and operations of the Biological Sciences Division including planning and organizing laboratory service programs for diagnosis, control and study of infectious disease;
- Develops, implements and evaluates division policies, goals and objectives;
- Designs and develops division programs and activities;
- Implements new procedures and procedural revisions;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Designs and implements performance review standards for division staff;
- Prepares division budget;
- Maintains contacts with individuals within and outside of division who might impact policy or program activities;
- Gives consulting service in biology to physicians, hospital administrators and epidemiological personnel of local and state departments of health;
- Prepares comprehensive reports and scientific and educational papers;
- Speaks to professional and lay groups;
- Performs duties of Director of Public Health Laboratories including acting as Clinical Laboratory Director in their absence;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes and regulations;
- principles and practices of medical, veterinary and molecular biology, biochemistry, environmental and clinical microbiology and virology;
- public health programs and epidemiological principles;
- applications of laboratory science in public health programs;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of professional experience in a public health or general biological laboratory.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity in a major program in public health or clinical biological laboratory work.
NOTE: For state employees this experience is interpreted at the level of a Supervising Microbiologist or its equivalent.
SPECIAL REQUIREMENTS
- Incumbents in this class must at all times meet current certification qualifications to manage and direct the laboratory personnel and performance of high complexity tests and be an operator of a laboratory in accordance with the requirements of the Clinical Laboratory Improvement Amendments (CLIA) title 42, Part 493.1443, as they may from time to time be amended. The laboratory director must:
- Be a doctor of medicine or doctor of osteopathy licensed to practice medicine or osteopathy in Connecticut and be certified in anatomic or clinical pathology, or both, by the American Board of Pathology or the American Osteopathic Board of Pathology or possess qualifications that are equivalent to those required for such certification; or
- Be a doctor of medicine or a doctor of osteopathy licensed to practice medicine or osteopathy in Connecticut and have at least one year of laboratory training during medical residency or have at least 2 years of experience directing or supervising high complexity testing; or
- Hold an earned doctoral degree in a chemical, physical, biological or clinical laboratory science from an accredited institution and be certified and continue to be certified by a board approved by the Department of Health and Human Services for such purposes.
- Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.
- Incumbents in this class may be required to undergo and successfully complete security background checks.
- Incumbents in this class may be required to travel.
