PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Division of Criminal Justice this class is accountable for independently performing a full range of tasks in researching, developing and evaluating a comprehensive program for witness protection.
SUPERVISION RECEIVED
Works under the general supervision of the Deputy Chief State's Attorney for Operations.
SUPERVISION EXERCISED
May supervise clerical staff as assigned. Directs work flow to inspector and clerical staff.
EXAMPLES OF DUTIES
- Receives referrals of witnesses determined to be at risk of harm;
- Provides appropriate protective services to witnesses at risk of harm;
- Directs the unit work flow to inspector and clerical staff;
- Coordinates the efforts of federal, state and local agencies to provide protective services to witnesses at risk of harm;
- Serves as liaison with federal, state and local agencies in order to find suitable and safe housing for witnesses;
- Maintains lists of safe houses, shelters, emergency housing and temporary housing locations;
- Coordinates with various state agencies in drafting memorandums of understanding that establish partnerships for assisting witnesses at risk of harm;
- Recommends termination of protective services for failure of the witness to comply with the terms of protection agreement;
- Establishes and implements the witness protection policy of the Division of Criminal Justice;
- Trains personnel on the policies and procedures of the witness protection program;
- Prepares statistical program reports;
- Coordinates requests for payments for approved witness support expenses;
- Maintains confidential records of individuals receiving or considered for receipt of protective services;
- Coordinates the disclosure of witness protection records when necessary;
- Confers with the Office of Victim Services and refers appropriate matters to the Department of Children and Families where a child is certified as a witness at risk of harm and the provision of protective services is declined by a parent or guardian;
- Oversees the administrative operations of the unit;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in the planning, development or coordination of social service programs.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have included the coordination of protective services for witnesses at risk of harm.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in social work may be substituted for two (2) additional
years of the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or probability of physical harm.
