PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the State Treasurer, Pension Fund Management Division this class is accountable for administering the programs and staff of the division and assisting the State Treasurer in the administration of invested pension and trust funds.
SUPERVISION RECEIVED
Receives executive direction from the State Treasurer.
SUPERVISION EXERCISED
Serves as the Assistant Treasurer of the Pension Fund Management Division; directs administrative, professional, support and clerical staff.
EXAMPLES OF DUTIES
- Administers staff and operations of the Pension Fund Management Division;
- Directs the day-to-day administration of the pension fund program;
- Formulates program goals and objectives and assures implementation of same;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Provides oversight to investment fund managers, consultants and custodians;
- Negotiates and administers investment and service contracts;
- Reports specific aspects of fund operations, performance, and compliance with asset allocation policies to the State Treasurer and the Investment Advisory Council;
- Participates in all pension fund decisions including developing, implementing and/or modifying the asset allocation plan and investment policy, and hiring, retaining or terminating investment managers or service providers;
- Evaluates staff performance;
- Provides or directs staff training and development;
- May assist in budget preparation;
- Performs related duties as required.
APPOINTMENT
Appointed by the State Treasurer in accordance with Sections 3-13 and 3-13a of the Connecticut General Statutes.
COMPENSATION GUIDELINES
Compensation shall be determined by the State Treasurer within a salary range established by the Treasurer in consultation with the Investment Advisory Council in accordance with Section 3-13a of the Connecticut General Statutes.
NOTE: Incumbents in this class are subject to the policies governing appointed officials. Incumbents are not subject to Section 5-210 of the Connecticut General Statutes.
