PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Correction, Mental Health Unit this class is accountable for directing licensed clinical staff engaged in providing behavioral health services on a statewide basis.
SUPERVISION RECEIVED
Receives administrative direction from the Mental Health Superintendent 2 or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff and operations of the Behavioral Health Services Division.
EXAMPLES OF DUTIES
- Directs departmental facility staff and operations of a behavioral health program to ensure conformance with agency mission, goals, objectives and statutory provisions;
- Plans and manages division activities;
- Develops, implements and evaluates effective mechanisms and processes for providing service system support, monitoring and evaluation;
- Develops performance standards and criteria;
- Develops, implements and evaluates policies, goals and objectives;
- Evaluates staff;
- Prepares or assists in preparation of division budget;
- Maintains contacts with individuals within and outside of division who might impact on program activities;
- Promotes cultural diversity in workplace and ensures offenders rights;
- Evaluates staff training and development needs;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify in court or other administrative hearings;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Doctorate degree in Clinical Psychology or a related field and two (2) years of post-doctoral experience as a licensed clinical psychologist in a supervisory capacity in a program involving the supervision of clinical and/or counseling psychologists.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity directing clinical operations or the delivery of behavioral health services.
NOTE: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget. For state employees this experience is interpreted as three (3) years of experience as a licensed psychologist at the level of a Supervising Psychologist 2 (Clinical).
