PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Commission on Human Rights and Opportunities this class is accountable for supervising the daily operations and activities of the Office of Public Hearings and for conducting hearings regarding discriminatory practice and whistleblower retaliation complaints.
SUPERVISION RECEIVED
Receives executive direction from the Executive Director, Commission on Human Rights and Opportunities on discrimination related activities; receives no supervision on whistleblower complaint related activities.
SUPERVISION EXERCISED
In consultation with the Executive Director, supervises Human Rights Referees; supervises other support staff.
EXAMPLES OF DUTIES
- In addition to performing all duties of a Human Rights Referee, coordinates operations and activities of the Office of Public Hearings;
- Assigns contested cases to staff and ensures their timely processing;
- Schedules, assigns, oversees and reviews work of support staff;
- Conducts performance evaluations of support staff;
- Provides staff training and assistance; develops, implements and evaluates office policies, goals and objectives;
- Determines priorities and plans office work;
- Establishes and maintains office procedures and forms;
- Acts as liaison with other operating units, agencies and outside officials regarding office policies and procedures;
- Prepares reports and correspondence;
- Oversees preparation of case records;
- Ensures proper indexing of final decisions and substantive rulings;
- Consults with Executive Director on proposed legislation that may impact operations;
- Prepares legislative testimony and proposed legislation and regulations;
- Performs related duties as required.

SPECIAL REQUIREMENTS
APPOINTMENT
Appointed by the Governor and confirmed by both houses of the General Assembly as a Human Rights Referee for a term of three (3) years and designated as Chief Human Rights Referee by the Executive Director for a term of one (1) year in accordance with the provisions of Connecticut General Statutes Section 46a-57.
