PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Commission on Human Rights and Opportunities this class is accountable for conducting settlement conferences and adjudicating hearings regarding discriminatory practice and whistleblower retaliation complaints.
SUPERVISION RECEIVED
Receives general supervision from the Chief Human Rights Referee, in consultation with the Executive Director, Commission on Human Rights and Opportunities.
EXAMPLES OF DUTIES
- Conducts conferences and administrative hearings on contested cases of discrimination and whistleblower retaliation complaints;
- Conducts settlement conferences to resolve complaints;
- Researches, analyzes, interprets and applies complex or conflicting laws, regulations and judicial decisions to case facts;
- Rules on pre- and post-trial motions;
- Issues final decisions;
- Reviews court decisions, legislative proposals, statutes and regulations to determine impact on administrative proceedings;
- Conducts educational programs for bar associations and other interested parties;
- Assists in establishing or revising administrative procedures and discrimination and whistleblower regulations;
- Assists in preparing legislative testimony;
- Assists in indexing final decisions and substantive rulings;
- May provide staff training and assistance;
- May assist in conducting performance evaluations of support staff;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation;
- relevant state and agency policies and procedures;
- rules, evidence and conduct of proceedings of administrative bodies;

SPECIAL REQUIREMENTS
- Incumbents in this class must be an attorney admitted to the practice of law in the State of Connecticut.
- Incumbents in this class are required to undergo and successfully complete security background checks.
APPOINTMENT
- On and after July 1, 2011, there shall be three (3) Human Rights Referees.
- Appointed by the Governor and confirmed by both houses of the General Assembly for a term of three (3) years in accordance with the provisions of Connecticut General Statutes Section 46a-57.
