PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Military Affairs this class is accountable for the direction and administration of the office.

SUPERVISION RECEIVED

Receives executive direction from the Governor.

SUPERVISION EXERCISED

May supervise staff as assigned.

EXAMPLES OF DUTIES

  • Coordinates state and local efforts to prevent closure or reduction in size of Connecticut military facilities, particularly the Groton submarine base; 
  • Maximizes state's role in federal Base Realignment and Closure (BRAC) process, including acting as liaison to (a) the state's congressional delegation on defense, military and BRAC issues and (b) serves as a consultant to lobbyists the state hires to help monitor BRAC activities; 
  • Encourages relocation of military missions to Connecticut; 
  • Coordinates state and local efforts to enhance quality of life of military personnel and their families living or working in Connecticut; 
  • Reviews and makes recommendations for state policies that affect Connecticut military facilities and defense and homeland security industries; 
  • Coordinates state, regional and local efforts to encourage growth of Connecticut's defense and homeland security industry; 
  • Supports development of a defense and homeland security industry cluster; 
  • Establishes and coordinates a Connecticut Military and Defense Advisory Council to provide technical advice and assistance; 
  • Oversees implementation of recommendations of Governor's Commission for the Economic Diversification of Southeastern Connecticut; 
  • Prepares and submits a report of activities, findings and recommendations annually to the Governor and legislative committees; 
  • Performs related duties as required.

APPOINTMENT

  • Appointed by the Governor, in consultation with the Commissioner of Economic and Community Development, in accordance with the provisions of Sections 4-5 through 4-8 and 32-58b(b) of the Connecticut General Statutes.
  • The incumbent must have the necessary qualifications to perform the duties of the office and have served in the armed forces and attained the rank of officer.
  • The incumbent must have served in the Navy or have knowledge of the federal BRAC process.
