PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management, Bureau of Asset Management this class is accountable for directing long-range planning regarding the use of the State's real property assets and strategic real estate policy initiatives.

SUPERVISION RECEIVED

Receives executive direction from the Secretary of the Office of Policy and Management or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Bureau of Asset Management;
  • Develops, coordinates and evaluates long-range planning with regard to use of all state real property;
  • Directs coordination and development of proposed state facility and capital plan for legislative approval pursuant to section 4b-23 of the Connecticut General Statutes;
  • Maintains an inventory of state owned and leased real property and develops and submits annual report of inventories to the Legislature pursuant to section 4-67g of the Connecticut General Statutes;
  • Determines appropriate use of state real property;
  • Analyzes and approves any change in ownership and change in use of state real property;
  • Assesses all state owned facilities to determine capacity to meet present and future space needs;
  • Directs upgrading of state land and building inventory;
  • Determines ability of state real property usage as a revenue generator;
  • Formulates long-term and short-term objectives;
  • Develops policies and procedures concerning real property assets;
  • Identifies state land able to be reused or sold;
  • Analyzes and approves proposed state agency leasing, sales and purchases of real property;
  • Determines level of efficiency of each state agency's use of any and all real property under its control;
  • Provides reports regarding future use of state land and buildings;
  • Identifies and recommends whether state real property of historic, architectural or cultural significance meets public building needs of the State or the public;
  • Develops legislative proposals in regard to the State's real property assets;
  • Directs review and comment on legislation, regulations and program plans that relate to the State's real property short-term and long-term planning;
  • Assists the Secretary in coordinating and expediting work of various divisions within the Office of Policy and Management and other state agencies;
  • Represents the Secretary in various capacities;
  • Acts as Project Comptroller for the Adriaen's Landing and Stadium Facility Projects;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • facilities management planning and control methods necessary to coordinate a property management program;
    • program analysis and evaluation principles;
    • methods of research, policy analysis and financial planning;

    • inventory practices and procedures;
    • real estate principles and practices relative to appraisal, acquisition, disposition and leasing of property;
    • data base systems, method and techniques of data collection and reporting in governmental agencies;

  • Considerable ability to plan, organize and coordinate policy development activities;
  • Ability to
    • draft legislative proposals;
    • prepare and present effective reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in research, planning, data management, policy analysis and experience with building and land inventory management, space needs determination and utilization planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been as a Lead Planning Analyst in a regulatory agency.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or public policy may be substituted for one (1) additional year of the General Experience.
