PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Economic and Community Development this class is accountable for providing legal advice to the Commissioner, Deputy Commissioner and Directors of the department.
SUPERVISION RECEIVED
Receives administrative direction from the Commissioner or other administrative official of higher grade; works in consultation with the Office of the Attorney General.
SUPERVISION EXERCISED
Manages work of outside counsel contracted by the Office of the Attorney General; may oversee other staff as assigned.
EXAMPLES OF DUTIES
- Provides legal assistance to the Commissioner, Deputy Commissioner, Directors and other staff to ensure protection of the legal rights, interests and investments of state financial assistance programs administered by the department;
- Works in consultation with the Office of the Attorney General on departmental cases involving loan and grant closings, workouts, bankruptcies, company closings and actions and to obtain legal opinions or handle claims and litigation;
- Serves as advisor to the Commissioner on department policy, procedures and regulatory matters;
- Provides a major contribution to drafting of department policies, regulations and assistance agreements;
- Drafts and reviews legislation;
- Prepares and reviews proposed contracts, assistance agreements, interagency agreements and other legal instruments to safeguard departmental interests;
- Provides assistance to staff on legal aspects of collateral, taxes, state required filings and reports;
- Participates in complex project negotiations;
- Assists staff in interpreting legislation and complex contracts;
- Conducts investigations related to protecting state's interests and investments, particularly regarding loan defaults and proposes resolutions of findings;
- Advises the Commissioner and other staff on state protocol including coordination with Office of the Attorney General and Office of the State’s Attorney on civil and criminal investigations and related activities;
- Reviews, modifies contract language and develops various assistance agreements for loans and grants that conform to departmental contractual needs;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in the practice of law in one or more of the following areas: contract, commercial or real estate law.
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut.
