PURPOSE OF JOB CLASS (NATURE OF WORK)

In the State Elections Enforcement Commission this class is accountable for directing the Campaign Disclosure, Reports Analysis and Audit Unit.

SUPERVISION RECEIVED

Receives executive direction from the Executive Director and General Counsel of the State Elections Enforcement Commission.

SUPERVISION EXERCISED

Directs staff of the unit.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Campaign Disclosure, Reports Analysis and Audit Unit; 
  • Coordinates, plans and manages unit activities;
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy and procedures;
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals both within and outside of unit who might impact on program activities; 
  • Coordinates studies of campaign finance trends and practices; 
  • Plans and directs a comprehensive program of financial examinations of state and municipal candidates campaigns, PACs and political party activities, including eligibility for public financing grants, compliance with spending limits, and restrictions on uses of campaign funds; 
  • Oversees compliance with campaign reporting and disclosure requirements;
  • Directs program requiring state and quasi public agencies to report contractors and prospective contractors to ensure compliance with campaign contribution prohibition; 
  • Directs and provides audit support for agency investigations and preparation of contested cases;
  • Appraises and verifies accuracy and adequacy of recordkeeping, audit systems and controls; 
  • Coordinates with IT staff to develop and implement automated solutions for campaign reporting and registration; 
  • Oversees development and implementation of educational objectives including training on use of electronic campaign filing applications, disclosure and reporting requirements, and contribution and spending restrictions and prohibitions; 
  • Directs responses to requests by the public for information regarding compliance with campaign finance laws and regulations; 
  • Acts as Commission representative to interagency committees and various other public and private organizations; 
  • Prepares reports as necessary using professional statistical, analytical and accounting standards; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in accounting, auditing and/or legal investigations to include auditing or financial examinations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a campaign finance agency.

NOTE: A campaign finance agency is a governmental unit with jurisdiction to administer or enforce local, state or federal campaign finance laws.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting, finance or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in accounting, business or finance may be substituted for one (1) additional year of the General Experience.
  • Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor.
