PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Secretary of the State this class assists in supervising the operations of the Commercial Recording Division.

SUPERVISION RECEIVED

Receives general direction from a Division Director - Secretary of the State.

SUPERVISION EXERCISED

Supervises technical and clerical staff as assigned.

EXAMPLES OF DUTIES

  • Assists in planning, coordinating and supervising operations of the Commercial Recording Division; 
  • Assists in day-to-day administration of division; 
  • Assists in supervision of examination of documents submitted for filing for conformance with law; 
  • Assists in supervision of collection, recording and deposit of fees generated by division; 
  • Responds to routine technical questions regarding Corporation, Limited Partnership, Uniform Commercial Code, Trademark law and other filings; 
  • Evaluates staffing requirements and recommends reassignment as necessary in order to ensure most effective services; 
  • Develops and suggests new procedures and methods to streamline operations; 
  • Assists in training programs for staff development; 
  • May review methods and procedures to determine effectiveness of services and compliance with applicable state and federal laws, regulation and established policies and procedures; 
  • May assist in preparation of Commercial Recording Division budget; 
  • May assist in functioning as a liaison to various public and private sector representatives; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • State Corporation, Limited Partnership, Uniform Commercial Code and Trademark law; 
    • modern office methods, forms and procedures; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • analyze organizational problems and determine effective solutions; 
    • implement new plans and procedures; 
    • utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in professional or technical business or legal services activities in corporations administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
