In the Department of Energy and Environmental Protection this class is accountable for directing and coordinating activities related to state environmental permitting programs.

Receives administrative direction from the Commissioner of Environmental Protection or other administrative official of higher grade.

Directs professional, technical and administrative staff as assigned.

• Advises Commissioner and Deputy Commissioner regarding status of environmental quality permit process management, permit projects and legislation, policy and regulatory changes necessary to implement permit streamlining measures;
• Oversees development, implementation and management of Small Business Assistance Program as required under Clean Air Act;
• Coordinates and manages departmental Permits Workgroup;
• Meets with company and governmental officials to advise regarding departmental policies and procedures to facilitate permitting;
• Provides information to community regarding permitting issues;
• Reviews, evaluates and provides input on legislation regarding permitting process;
• Provides advice and assistance to permit applicants;
• Acts as a liaison between department, community and other state and federal agencies;
• Responds to inquiries regarding permit status, permitting process and departmental policy from regulated community, general public, state and local officials and Governor’s office;
• Leads the recruitment and hiring of staff, including outreach, interview and selection;
• Performs related duties as required.

• College training in engineering or the biological, physical, earth or environmental sciences may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
• A Master’s degree in engineering or the environmental sciences may be substituted for one (1) additional year of the General Experience.
• A law degree may be substituted for one (1) additional year of the General Experience.
