PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection, Department of Agriculture and the University of Connecticut this class is accountable for commanding, maintaining and repairing vessels used in scientific research.
SUPERVISION RECEIVED
Works under the general supervision of an employee of higher grade.
SUPERVISION EXERCISED
Supervises the work of Research Vessel Engineers and assigned crew members.
EXAMPLES OF DUTIES
DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION Directs operation of assigned vessels in fisheries and environmental monitoring surveys; supervises and assists in maintenance, repair and needed modifications of research vessels; supervises loading of equipment; performs precise stellar, line-of-sight and electronic navigation; plans work schedule and assigns duties to crew members; keeps records and prepares reports; may assist in design and construction of research equipment in conjunction with other staff; performs related duties as required.
UNIVERSITY OF CONNECTICUT AND DEPARTMENT OF AGRICULTURE: Directs operation of assigned vessels; navigates boats to specific locations; supervises and assists in maintenance, repair and needed modifications of research vessels and buildings; supervises loading of equipment; plans work schedule and assigns watch duties at sea to crew members; keeps daily log and prepares reports; may design and construct research equipment in conjunction with scientists; performs precise stellar, line-of-sight and electronic navigation; oversees United States Coast Guard inspections; writes specifications for major repairs; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of operation, maintenance and repair of powered marine vessels; knowledge of maintenance and operation of diesel and gasoline engines; knowledge of proper operation of heavy machinery; knowledge of marine regulations and United States Coast Guard inspections; knowledge of marine sciences; knowledge of all types of navigational equipment and Federal Communications Commission equipment; knowledge of commercial fishing equipment; interpersonal skills; oral and written communication skills; ability to perform precise navigation and locate positions within very close tolerances; ability to command operations at sea on large or small vessels; some ability to utilize computer software; some supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in the navigation and operation of motor vessels in coastal waters.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been as a captain of a vessel (50 foot or larger).
SPECIAL REQUIREMENTS
Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a valid United States Coast Guard 25, 50, or 100 Ton Operator’s license dependent on the agency’s vessel inventory.
PHYSICAL REQUIREMENTS
1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may be required to lift; may be exposed to extreme weather conditions, noise and fumes and risk of injury from equipment.
