PURPOSE OF JOB CLASS (NATURE OF WORK)

At the University of Connecticut this class is accountable for providing a communications link between law enforcement, emergency services and the general public.

GUIDELINES FOR JOB CLASS USE

This class is to be used only for employees who solely perform police and fire dispatching and related duties at the University of Connecticut, Storrs, because of its designation as a Public Safety Answering Point (PSAP). Public Safety Answering Points are facilities operated on a twenty-four (24) hour basis, which function as the first point of reception of a 9-1-1 call and provide emergency dispatching responses such as: police, fire and emergency medical services.

SUPERVISION RECEIVED

Works under the general supervision of the Communications Manager, Police Department shift supervisor, or other employee of higher grade.

EXAMPLES OF DUTIES

  • Dispatches and responds to multiple emergency calls simultaneously including police, fire, medical and other emergencies; 
  • Operates, monitors and maintains various complex communications equipment; 
  • Maintains radio communications with various law enforcement and emergency services personnel; 
  • Independently responds to calls from the general public, determines and evaluates whether emergency or non-emergency, prioritizes accordingly and takes appropriate action; 
  • Maintains records of all incidents utilizing a computer aided dispatch (CAD) system as well as numerous other logs to record daily activities; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • and ability to operate, maintain and monitor complex communications equipment; 
    • laws, rules and regulations governing radio communications equipment; 
    • basic first aid and safety procedures; 
  • Considerable interpersonal skills; 
  • Computer keyboarding skills; 
  • Ability to
    • think and act quickly in an emergency with judgment and discretion; 
    • speak proper English and enunciate clearly; 
    • exercise judgment in handling confidential information; 
    • maintain manual and electronic records.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) months of experience in dispatching and operation of communication equipment.

NOTE: For state employees the successful and satisfactory completion of the UConn Dispatcher Trainee program may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents must possess at time of appointment and retain during employment certification as a Telecommunicator. 
  • Incumbents in this class must possess certification in National Crime Information Center (NCIC) and Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) systems and Emergency Medical Dispatcher (EMD).
  • Incumbents in this class may be required to work a schedule that includes weekends, evenings, and holidays.
  • Incumbents in this class must possess a high school diploma or certification of having passed the General Educational Development (GED) exam.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • A physical examination may be required by the appointing authority.
  • Applicants for this class must possess normal hearing and vision.

WORKING CONDITIONS

Incumbents in this class are required to work in tiring positions for long periods of time in a stressful environment.

COMPENSATION GUIDELINES

In accordance with applicable collective bargaining agreement's compensation guidelines.
