PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection this class is accountable for independently performing a full range of tasks in collecting, reviewing and reconciling Geographic Information Systems data for usage by local, state, regional and federal authorities in emergencies.

SUPERVISION RECEIVED

Works under the general supervision of the Geographic Information Systems Coordinator or other employee as assigned.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs a range of related duties in the Geographic Information Systems unit;
  • Identifies and updates Geographic Information Systems points of contact for municipalities and other sources for use by local, state, regional and federal authorities in emergencies;
  • Provides guidance and assistance to points of contacts regarding data information changes to ensure compatibility for data entry into Geographic Information Systems files;
  • Receives data electronically and/or by hardcopy from points of contact and may print out geographic data information changes;
  • Reconciles newly submitted information changes with existing Geographic Information Systems data files and determines appropriate data changes;
  • Creates a Geographic Information Systems software file to collect and store geographic changes for revisions by vendor of base line Geographic Information Systems map;
  • Prepares metadata using Geographic Information Systems data describing content, quality, condition and other characteristics about geospatial entries;
  • Interfaces with base line Geographic Information Systems map vendor to update base line map;
  • Creates geographic maps using Geographic Information Systems data;
  • Electronically creates a back up system to preserve data;
  • Maintains plotter supplies and orders as needed;
  • May travel to geographic area and capture data using a Global Positioning System unit for transference to Geographic Information Systems files;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of Geographic Information Systems including database design, standards, development, maintenance and documentation;
  • Knowledge of
    • Geographic Information Systems analytical and cartographic principles;
    • Geographic Information Systems metadata;
    • Geographic Information Systems collection techniques and procedures;
    • ESRI and other software products;
  • Skills
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience working with Geographic Information Systems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
