PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for functioning in one of the following ways:

  • As staff assistant to a Plant Facilities Engineer 2 at a major state institution supervises and coordinates maintenance and repair projects in the building and maintenance trades;
  • As chief physical plant employee at a moderate sized state institution in charge of custodial and maintenance services for the entire institution;
  • As chief physical plant employee at a regional vocational technical school in charge of custodial and maintenance services for the entire institution.

SUPERVISION RECEIVED

  • As staff assistant at a major institution receives general direction from the Plant Facilities Engineer 2 or other employee of higher grade;
  • As chief physical plant employee at a moderate sized institution receives general direction from an employee of higher grade;
  • As chief physical plant employee at a regional vocational technical school receives general direction from the institution's administrator.

SUPERVISION EXERCISED

Supervises maintenance staff in the following categories: Level A, B, C or E; also monitors and reviews work performed by contract employees as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans building and grounds maintenance work; 
  • Establishes and maintains building maintenance procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Inspects buildings and equipment to determine repair and improvement needs; 
  • Receives repair requests, makes estimates of time and materials to meet requests and prioritizes according to need; 
  • Maintains inventories of tools, equipment, supplies and orders or requisitions when needed, possibly requiring interaction with vendors; 
  • Serves as a centralized purchasing officer for properties under their authority; 
  • Coordinates arrangements for deliveries of materials and access to area by workers; 
  • Arranges alternative plans for areas and services disrupted during construction and/or repair; 
  • May solicit bids from outside contractors and inspect contracted work; 
  • May read and interpret design blueprints and specifications for small scale renovations and remodeling; 
  • May make budget recommendations; 
  • Performs related duties as required.

CHIEF PHYSICAL PLANT: 

  • In charge of such operations as heat supply, custodial work, vehicles and transportation as well as maintenance and repair.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures; 
    • materials and methods of building repair and maintenance; 
    • preventive maintenance techniques; 
  • Considerable interpersonal skills; 
  • Oral and written communication skills; 
  • Ability to
    • lay out and inspect building repair and maintenance work; 
    • read and interpret blueprints and specifications; 
    • coordinate work assignments; 
    • utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the repair and maintenance of large buildings.

NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE: For state employees this experience is interpreted at the level of a Building Superintendent 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

CHARACTER REQUIREMENTS

At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

  • Incumbents in this class may be exposed to some risk of injury from equipment.
  • The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.

DEFINITION OF INSTITUTION TYPE

MAJOR STATE INSTITUTION:

  • Encompasses a wide variety of large trade shops and very complex building utilities (power plant, wastewater treatment plant, etc.);
  • Staff is large (usually 51-150 workers) and highly skilled; 
  • There is a heavy layer (usually 10-20) of subordinate administrative/supervisory personnel (Level D) and crew leaders and supervisors (Level C); 
  • Buildings are spread over a large area and provide a variety of services (e.g., cafeterias, auditoriums, armories, residence halls, administration buildings, classrooms, gymnasiums, hospitals, etc.).

LARGE STATE INSTITUTION:

  • Encompasses a wide variety of trade shops and complex building utilities (wastewater treatment plant, power plant, etc.); 
  • Staff size is moderate (usually 26-30) and is highly skilled; 
  • There is a layer (usually 4-10) of subordinate crew leaders and supervisors (Level C); 
  • Buildings are spread over a large area and provide a variety of services (e.g., cafeterias, auditoriums, residence halls, administration buildings, classrooms, gymnasiums, hospitals, etc.).

MODERATE SIZED STATE INSTITUTION:

  • Encompasses a variety of small trade shops and basic building utilities (power plant and possibly a small wastewater treatment plant); 
  • Staff is small to moderate (usually 15-25) and is primarily skilled/semi-skilled with a core of highly skilled workers; 
  • There is a thin layer (usually 1-3) of subordinate crew leaders and supervisors (Level C); 
  • Buildings are spread out and provide a variety of services (e.g. cafeterias, gymnasiums, auditoriums, residence halls, administration buildings, classrooms, hospitals, etc.).

REGIONAL VOCATIONAL TECHNICAL SCHOOL:

  • Encompasses a variety of classrooms and trade shops, and basic building utilities; 
  • Staff is small and consists of semi-skilled workers and highly skilled trade students; 
  • There is a layer of professionally licensed and certified trade instructors who function in the capacity as crew leaders and supervisors in completing numerous building repairs (Level E); 
  • Building areas are spread out and provide a variety of services (cafeteria, gymnasiums, auditoriums, administrative offices, classrooms, shop areas, etc.).

SCALE FOR LEVEL OF SUPERVISION:

Level A:

  • Semi-skilled and skilled workers. Examples:
    • Maintainer; 
    • Skilled Maintainer; 
    • Custodian; 
    • Boiler Tender.

Level B:

  • Highly skilled workers with some possible on-line supervisory responsibility. Examples:
    • General Trades Worker; 
    • Qualified Craft Worker; 
    • Water Systems Operator;
    • Wastewater Treatment Technician; 
    • Stationary Engineer.

Level C:

  • Crew leaders and supervisors. Examples:
    • Maintenance Supervisor 1; 
    • Maintenance Supervisor 2; 
    • Lead Stationary Engineer; 
    • Supervising Stationary Engineer; 
    • Building Superintendent 1, 2, and 3; 
    • Lead Custodian; 
    • Supervising Custodian.

Level D:

  • Supervisory/Managerial. Examples:
    • Building Maintenance Supervisor; 
    • Plant Facilities Engineer 1 and 2.

Level E:

  • Faculty/Students. Examples:
    • In a Regional Vocational Technical School;
      • Supervises work of Regional Vocational Technical faculty and students from construction licensed trade shops and various other trade areas.
