PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for independently performing a full range of tasks in the review of building construction plans, specifications and systems designs for compliance with applicable regulations of the Fire Safety and Basic Building Codes.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead technical personnel as assigned.

EXAMPLES OF DUTIES

  • Consults with architects, engineers, other design professionals and local officials prior to and during the design stage of new projects or proposed alterations to existing facilities; 
  • Reviews preliminary, basic and final drawings for conformance to the Fire Safety Code, Basic Building Codes and related safety standards; 
  • Conducts inspections of existing buildings, additions and renovations during construction or upon completion for compliance with codes; 
  • Recommends proper methods of design and construction to agencies, architects and engineers to meet Fire Safety Code requirements; 
  • Keeps current with State and Federal fire regulations which pertain to building construction; 
  • Prepares reports on plan reviews and inspections, cites violations and deficiencies; 
  • Recommends corrective action; 
  • Reviews and researches requests for code requirement modifications; 
  • Researches acceptability of products, systems, design and new technology; 
  • Provides advisory services to agencies, review staff, architects, engineers and local officials regarding code application and resolution of field problems; 
  • May participate in the preparation or presentation of training or certification programs; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of the principles, practices and methods of building design and construction; 
  • Knowledge of
    • building and fire safety codes and standard tests for fire rating; 
    • building materials and equipment; 
    • engineering and architectural principles as they pertain to code compliance application; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • inspect buildings and to interpret codes; 
    • conduct compliance reviews of construction specifications and drawings; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in the design, construction or inspection of buildings.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in civil engineering or a related discipline may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including certification by the State Fire Marshal as a Fire Marshal, Deputy Fire Marshal or Fire Inspector within six (6) months of appointment.
  • Incumbents in this class will be required to complete ninety (90) hours of job related continuing education every three (3) years in accordance with Section 29-298(a) of the Connecticut General Statutes.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year-round weather conditions.
