PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Children and Families this class is accountable for assisting in the administration of the programs and operations of the Bureau of Child Welfare Services.
SUPERVISION RECEIVED
Receives administrative direction from the Children and Families Bureau Chief of Child Welfare Services or other administrative official of higher grade.
SUPERVISION EXERCISED
Assists in administering programs and operations of bureau; directs all staff.
EXAMPLES OF DUTIES
- Assists in administering staff and operations of agency area offices and programs;
- Coordinates, plans and manages development of bureau programs and activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Implements agency policies within area;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Recommends appropriate staffing levels;
- Prepares or assists in preparation of bureau budget;
- Responds to inquires from the public, Governor's Office, General Assembly, Congress and federal, state and local officials concerning child welfare issues and programs;
- Confers and negotiates agreements and strategies with federal and private agencies on child welfare issues and programs;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in the field of social and human services, child welfare programs, children's protective services, foster services or adoption.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial capacity with accountability for directing administrative support or program services with statewide or area impact.
NOTE:
- Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.
- For state employees this experience is interpreted at the level of a Children and Families Program Director.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in social work, public administration, health or human services or a closely related field may be substituted for one (1) additional year of the General Experience.
