PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management this class is accountable for developing and providing advice to the Secretary of the Office of Policy and Management and other state agency heads on complex executive, administrative and/or statewide matters.
SUPERVISION RECEIVED
Receives executive direction from the Secretary, Office of Policy and Management.
SUPERVISION EXERCISED
May lead lower level employees as assigned.
EXAMPLES OF DUTIES
- Acts as Chief Legal Officer for the Secretary of the Office of Policy and Management;
- Researches and advises the Secretary and other agency heads on matters pertaining to legal precedent, legislation, regulations, administration policy, and statewide priority projects/initiatives;
- Assists in planning, coordinating and directing development of agency wide and statewide policy;
- Negotiates, drafts and reviews a myriad of complex transactional documents;
- Advises other agencies, departments, quasi-public agencies, boards or commissions on highly specialized technical legal issues;
- Formulates program goals and objectives;
- Evaluates staff;
- Maintains contacts with individuals and businesses both within and outside of the agency and state government who might impact priority program activities;
- Reviews statutes and regulations to insure conformance with statutory purpose and authority;
- Advises on matters when requested by the general counsel to the Governor;
- Advises agency head concerning matters which require an opinion from the Office of the Attorney General and drafts requests for opinion;
- Directs development of plans for and provides assistance to departmental officials and staff in implementing newly enacted legislation;
- Evaluates, develops alternative analyses and makes recommendations concerning agency program proposals, rules and policies;
- Represents agency on gubernatorial, legislative and interagency task forces and commissions;
- Coordinates departmental and interagency development of policy initiatives and legislation;
- Directs one or more administrative and/or legal units;
- Manages agency specific complex litigation and discovery for administrative, state and federal litigation, represents agency in administrative hearings, reviews and drafts agency reports, contracts and regulations;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- May review agency legislation prior to submission to legislature to ensure conformity with policy objectives;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- legal principles, practices and procedures in Connecticut;
- administrative, government contract, real estate and transactional laws;
- litigation and e-discovery practices;
- legal research techniques;
- the Uniform Administrative Procedures Act and the Freedom of Information Act;
- relevant state and federal laws, statutes, regulations and legislation;
- relevant agency policies and procedures;
- Knowledge of
- the rules of evidence;
- the legislative process;

- oral and written communication skills;
- Ability to
- apply judicial decisions to the interpretation of statutes
- analyze and organize technical data and coordinate elements of legal cases.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in the practice of law.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Five (5) years of the general experience must have been as a legal director in a governmental organization, practicing transactional law, administrative hearings and advising on complex legal matters.
SPECIAL REQUIREMENTS
Must be admitted to practice law in the State of Connecticut.
