PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for administering the programs and operations of a branch of significant size, scope and/or accountability for statewide initiatives.

GUIDELINES FOR JOB CLASS USE

Incumbents in this class administer a branch of sufficient size, scope and/or level of accountability such as

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or Deputy Commissioner.

SUPERVISION EXERCISED

Administers programs and operations of branch; directs all staff.

EXAMPLES OF DUTIES

  • Administers staff and operations of a branch;
  • Develops, implements and evaluates branch policies, goals and objectives;
  • Designs and develops branch programs and activities;
  • Implements new procedures and procedural revisions;
  • Determines appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for branch staff;
  • Prepares branch budget;
  • Maintains contacts with individuals within and outside of branch who might impact policy or program activities;
  • Maintains continual intra-agency communication and cross-branch collaboration;
  • Determines quality assurance standards;
  • Advises Commissioner as to trends in health promotion, health delivery and health professional regulations through use of reports;
  • Testifies at legislative hearings, public hearings and in court;
  • Acts as a duty officer in department and responds to emergencies during non-working hours;
  • Speaks to professional and lay groups;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May be designated during a public health emergency to manage a variety of agency programs and operations within structure of the Incident Command System;
  • Performs related duties as required.

    • and ability to apply relevant state and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in a managerial or administrative capacity in an organization having programmatic and/or regulatory responsibilities for promoting or protecting public health.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.
  • Incumbents in this class may be required to undergo and successfully complete security background checks.
  • Incumbents in this class may be required to travel.

  • If incumbents are reassigned to a functional area with a different class code and MP group level then salary adjustments will be made in accordance with compensation calculation guidelines.
