PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services, Operations Center Central Office this class is accountable for the establishment, adjustment and renewal of agreements or contracts with qualified private agencies, organizations and individual practitioners to provide services to consumers.
SUPERVISION RECEIVED
Works under the limited supervision of a Developmental Services Program Manager or an employee of a higher grade.
EXAMPLES OF DUTIES
- Establishes and processes assurance agreements and contracts with Agency pre-selected and qualified private agencies, organizations and individual practitioners' to provide services and supports to consumers;
- Advances providers from an agreement to contract arrangement based on quality of services provided and adherence to terms of agreement or contract;
- Periodically reviews provider's (resource) cost/expense report to budget for variances or discrepancies;
- Contacts the provider for an explanation or correction on variances;
- Audits and analyzes other provider CPA certified financial documents for solvency and adherence to contract terms and conditions;
- Monitors individual budgets within the purview of the provider and its financial responsibilities;
- Follow up on corrective action plans with DS Resource Management Specialist in the regions to ensure citations have been remedied;
- Maintains positive business relationship with providers, educates and guides them on program or fiscal matters;
- Mediates service matters between Agency Case Managers and providers;
- Authorizes and adjusts contact changes relative to services, individuals changing living arrangement locations or providers;
- Performs related duties as required.

- relevant state and federal laws, agency policies and procedures;
- modern methods of care, program design, treatment and education of individuals with an intellectual disability living in various community settings;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in health care administration in a health care or human services setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must be preparing, analyzing and monitoring fiscal policies and procedures.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's Degree in accounting, business administration, education, finance, health care administration or a related field may be substituted for one (1) year of the General Experience.
- For state employees one (1) year of experience as a Developmental Services Resource Management Specialist may be substituted for the General and Special Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
