PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Labor, Employment Security Appeals Division, this class is accountable for directing the activities of the Referee Section.
SUPERVISION RECEIVED
Receives executive direction from the Chairman of the Employment Security Board of Review.
SUPERVISION EXERCISED
Directs staff of Division in administrative office and branch offices throughout the state.
EXAMPLES OF DUTIES
- Directs staff and operations of the Referee Section;
- Coordinates, plans and manages section activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policies;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of section budget;
- Maintains contacts with individuals within and outside of section who might impact on program activities;
- Serves as administrative head of Referee Section;
- Oversees conduct of appeals hearings on issues of unemployment compensation and other programs;
- Consults with referees in branch offices on difficult cases;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;.
- May conduct hearings;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to interpret and apply relevant state and federal laws, statutes, regulations and legal decisions;
- labor problems with particular reference to unemployment;
- quasi-judicial procedures, rules of evidence and judicial rules of procedure for administrative agencies;
- Knowledge of and ability to apply management principles and practices;
- Considerable
- interpersonal skills;
- oral and written communication skills;
- Considerable ability to review decisions for integrity based on findings of fact, evidence and applicable laws, regulations and rulings.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience as an Employment Security Appeals Referee.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Two (2) years of experience as an Employment Security Principal Appeals Referee may be substituted for the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
APPOINTMENT
Appointed by the Chairman of the Employment Security Board of Review in
accordance with the provisions of Section 31-237i of the Connecticut General
Statutes.
