PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health, Infectious Diseases Section this class is accountable for directing public health programs for the prevention and control of infectious and other diseases.
SUPERVISION RECEIVED
Receives administrative direction from a Public Health Branch Chief or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs Supervising Epidemiologists, Physicians and other staff assigned to section; provides technical guidance to investigators assigned to regional offices and local health jurisdictions.
EXAMPLES OF DUTIES
- Directs staff and operations of the Infectious Diseases Section;
- Coordinates, plans and manages section activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of section budget;
- Maintains contacts with individuals within and outside of section who might impact program activities;
- Oversees grant preparation and monitoring;
- Oversees field investigations of infectious diseases outbreaks throughout the state;
- Oversees public health preparedness initiatives relating to surveillance for and control of infectious diseases that may result in a public health emergency;
- Provides consultation to local health officials;
- Assists in analysis and evaluation of epidemiological reports;
- Serves as a liaison regarding infectious disease surveillance and control to the Centers for Disease Control and Prevention;
- Supervises and trains staff in administration of medications, vaccines and other medical countermeasures;
- Compiles statistical data on diseases;
- Prepares reports and written testimony;
- Writes articles for publication in scientific journals;
- Leads or participates in national or state advisory group activities;
- Educates public health and other health care workers to improve understanding of infectious diseases, public health and bioterrorism-related diseases;
- Precepts students in public health related fields;
- Lectures to professional and lay groups;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in medical practice involving infectious diseases, preferably including public health work or in public health practice involving infectious diseases.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
A Master's degree in public health or a related degree may be substituted for one (1) year of the General Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess a license to practice medicine and surgery in Connecticut. A temporary permit may be granted for a period not to exceed one (1) year.
- Completion of medical residency must be in internal medicine, pediatrics, family practice or preventive medicine.
- Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable or infectious diseases.
- Incumbents in this class may be required to travel.
