PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Connecticut Agricultural Experiment Station this class directs the financial, personnel, maintenance, and support services that expedite scientific research and examination.

SUPERVISION RECEIVED

Receives administrative direction from the Director, Agricultural Experiment Station.

SUPERVISION EXERCISED

Directs staff in areas of personnel, payroll, purchasing, accounting, maintenance, library, grants and other areas as assigned. 

EXAMPLES OF DUTIES

  • Directs staff and operations of the Station including all laboratory and library buildings in New Haven and Windsor, at Lockwood Farm in Hamden and on farms and forests in the state where experiments are performed;  
  • Acts as Assistant Treasurer of the Board of Control and attends all meetings of the Board, being a resource for all policy decisions;
  • Acts as a member with Chief Scientists of Station Council that advise the Director on management matters;
  • Directs preparation, projection and execution of the State budget, federal and other non-state funds and contracts;
  • Directs purchasing, maintenance and inventory of scientific as well as conventional equipment and supplies;
  • Performs or oversees personnel and payroll matters including advising on bargaining with scientists and technicians and execution of all collective agreements with staff;
  • Directs maintenance and security of Station laboratory and library buildings, greenhouses, farm, heating plant, landscaped grounds and station vehicles;
  • Seeks grants and extramural funding;
  • Develops, applies and monitors a departmental grant and extramural funding program;
  • Performs work with the ethics, competence and thoroughness of a proven professional;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May temporarily assume responsibilities for the Station in absence of the Director and Vice Director.
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Experience in business management as evidenced by education or experience;
  • Thorough knowledge of public administration and accounting;
  • Administrative abilities in dealing with the public as well as clerical, maintenance, and other employees.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (1) of which must be an accounting function.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional level staff. 

NOTE: For state employees this experience is interpreted at the level of a Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess a valid Motor Vehicle Operator’s license.
  • Incumbents in this class must be a Notary Public.
  • Incumbents in this class may be required to travel.

PHYSICAL REQUIREMENTS

Incumbents in this class must possess adequate health and stamina to perform the administrative duties of the class.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury from hazards such as broken glass, chemicals, and toxic or disease-carrying substances.
