PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising the operation, maintenance and repair of high pressure steam heating and power plants and auxiliary utilities in large state institutions.
SUPERVISION RECEIVED
Receives general direction from a Plant Facilities Engineer or other employee of higher grade.
SUPERVISION EXERCISED
Supervises Lead Stationary Engineers, Stationary Engineers, Qualified Craft Workers, Boiler Tenders, Maintainers and other employees as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff including operation, maintenance and repair of heating, generating, hot water and refrigeration equipment and possibly such related or allied equipment as used in electrical distribution, laundry, firefighting and sewage disposal for the purpose of ensuring continuous operation;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans plant work;
- Establishes and maintains plant procedures;
- Develops or makes recommendations on development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Conducts regular and special inspections of plant equipment and operations;
- Maintains logs, charts, and records of fuel used, power generated, operations, repairs, inventories, etc.;
- Prepares budgets and makes recommendations as to equipment purchases or contractual repairs;
- May perform duties as outlined in lower level classifications within this series;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to operate, maintain, inspect and make running repairs to boiler and engine room, generating and related mechanical equipment;
- and ability to maintain building utility equipment including power, light, water, sewage, steam and plumbing lines;
- relevant state and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in the operation, maintenance and repair of steam heating and generating equipment.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a lead capacity.
NOTE: For state employees this experience is interpreted at the level of a Lead Stationary Engineer.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
PHYSICAL REQUIREMENTS
- Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
- A physical examination may be required.
WORKING CONDITIONS
- Incumbents in this class may be exposed to significant levels of noise, dust, and heat and may be exposed to risk of injury from equipment.
- The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
