PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, this class is accountable for administering the programs and operations of the Statewide Leasing and Property Transfer Division.
SUPERVISION RECEIVED
Receives executive direction from the Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Administers programs and operations of the Division; directs all staff.
EXAMPLES OF DUTIES
- Administers
staff and operations of the division;
- Develops, implements, and
evaluates division policies, goals and objectives;
- Designs,
develops, coordinates, and evaluates division programs and activities such as
the real property program including acquisition and disposition of property
under department jurisdiction;
- Implements
new procedures and procedural revisions;
- Determines
appropriate staffing levels and directs management and coordination of staff;
- Designs
and implements performance review standards for division staff;
- Prepares
division budget and other planning documents;
- Acts as
facilitator and maintains contacts with state and review agencies and property
owners regarding sites, terms and conditions of lease proposals, rates and
other related issues;
- Directs
and coordinates site search and selection, allocation, utilization and
relocation of space for state leased property and provision of relocation
assistance;
- Ensures processes meet with
statutory and federal requirements and department policies and procedures;
- Establishes time frames for
completion of projects and monitors progress reports for compliance with
established schedules;
- Oversees
negotiation processes for purchase, sale and leasing of property;
- Oversees quality control and
lease compliance function including compliance reviews and handling of complaints;
- Leads the recruitment and
hiring of staff, including outreach, interview and selection;

required.

of real estate principles and practices relative to appraisal, acquisition,
disposition and leasing of property;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in leasing, acquisition, or management of property.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience
must have been in a managerial capacity in leasing, acquisition or management
of property.
NOTE:
Managerial capacity is defined as full-time managerial responsibility for major
programs. Position will have supervisory responsibilities but the emphasis
should be management activities: planning, organizing, directing and
controlling resources of a major subdivision at an agency or organization.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on
the basis of fifteen (15) semester hours equalling one-half (1/2) year of
experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted
for one (1) additional year of the General Experience.
- A
law degree may be substituted for one (1) additional year of the General
Experience.
