PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Children and Families this class is accountable for the interpretation and application of regulations, agency policy and procedures to ensure that licensed providers establish and maintain a consistent quality of care and treatment.

GUIDELINES FOR JOB CLASS USE

  • Incumbents in this class are responsible for independently managing their assigned facilities, agencies and programs. 
  • This includes licensing, evaluating, monitoring and implementing uniform standards to achieve compliance with relevant state and federal regulations along with agency policies and program guidelines. 
  • Incumbents conduct complaint investigations relative to agency-funded or licensed childcare facilities, child agencies, extended day treatment programs, outpatient psychiatric clinics for children and permanent family residences.

SUPERVISION RECEIVED

Works under the limited supervision of the Assistant Legal Director or other employee of higher grade.

SUPERVISION EXERCISED

May lead/supervise lower level employees.

EXAMPLES OF DUTIES

  • Plans, implements, coordinates and evaluates licensing and regulatory activities of assigned child caring facilities, agencies and programs; 
  • Performs on-site inspections and evaluations of child welfare facilities, agencies and programs for compliance with state and federal regulations including required licensure and certification; 
  • Assesses safety and quality of care provided by evaluating physical environment, emotional environment and adequacy of program; 
  • Interprets and applies all state statutes and regulations relevant to licensure of facilities and programs; 
  • Assesses provision of educational services for children in licensed programs; 
  • Provides regulatory and statutory expertise in Request for Proposal process, reviews proposals submitted, rates proposals, identifies potential licensing issues, evaluates program models and makes recommendations; 
  • Provides consultation to applicants for state licensure and licensees to bring into compliance with state statutes and regulations, local ordinance and codes; 
  • Provides ongoing consultation and technical assistance for licensed facilities, regional offices, other department units and private sector; 
  • Prepares draft regulations and policies for related licensing areas including identifying and recommending revisions to current regulations and agency policies; 
  • Determines licensing protocols, application materials and licensing evaluation tools; 
  • Represents department at meetings; 
  • May testify in court relative to findings, inspections and/or investigations; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations; 
    • principles and practices of inspection, evaluation and enforcement of these laws and regulations for a variety of programs and agencies; 
    • principles and practices pertinent to provision of residential services, outpatient psychiatric services, extended day treatment for children; 
    • state policies and local ordinances, and principles and practices of health inspectors and fire marshals;
  • Knowledge of both in-state and out-of-state child placing agencies; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Skill in providing technical assistance; ability to plan, implement and evaluate programs; 
  • Ability to
    • apply technical assistance; 
    • collect and analyze data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in the field of social and human services or health care providing direct care and/or treatment to children with mental health or substance abuse issues OR providing a full range of child placing services for children and families.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included professional level experience on an interdisciplinary team addressing the residential and/or programmatic needs of clients.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in the behavioral sciences, child development, education, nursing, or psychology may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a current license as a registered professional nurse if required by federal regulations.
  • Incumbents in this class may be required to travel.
