PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Military Department this class is accountable for independently performing as a specialist to recommend, plan and implement initiatives to ensure secure, reliable, sustainable, efficient and cost effective energy and water services and utilization at military installations.

SUPERVISION RECEIVED

Works under the general supervision of an employee of a higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Assesses utility related building subsystems at military installations for maximum performance, cost effectiveness and elimination of waste; 
  • Recommends maintenance, repairs, retrofit/upgrade or new installation in water or energy systems such as humidity, heating, ventilation, air conditioning, refrigeration, lighting, electrical or fossil fuel usage; 
  • Consults with contractors on specifications, design and installation of energy and or water related equipment; 
  • Monitors electronically-integrated building and or water control systems at central workstation for usage and performance and coordinates adjustments with agency staff or vendors; 
  • Prepares economic and life cycle cost analysis for complex energy systems; 
  • Projects utility or water expenditures; 
  • Serves as liaison with utility companies; 
  • Assists in preparation of energy related plans; 
  • Applies for and administers federal funding for construction projects; 
  • Maintains utility and or water historical trend data and prepares reports for analysis; 
  • Prepares and files reports; 
  • Coordinates initiatives and information with the National Guard Bureau Energy Manager; 
  • Provides energy awareness/water conservation and equipment training to agency staff; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • energy and water management principles and techniques; 
    • heating, ventilation, air conditioning and refrigeration and lighting systems; 
  • Knowledge of
    • water conservation; 
    • construction practices and project management; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • utilize computer software including electronic integrated control systems software; 
    • review and interpret construction plans and specifications for formulation of bid packages; 
    • analyze data and summarize findings.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in mechanical or electrical systems design, construction, facilities management or closely related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in energy management which includes energy conservation, energy efficient technologies, energy software/data management and construction project experience.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in environmental, electrical, mechanical or a related engineering field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Certified Energy Manager (CEM) certificate awarded by the Association of Energy Engineers may be substituted for the General and Special Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
