PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for directing activities of the Division of Emergency Management and Homeland Security.
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of State Emergency Operations Center.
EXAMPLES OF DUTIES
- Directs staff and operations of the Division of Emergency Management and Homeland Security during disaster situations;
- Coordinates, plans and manages state and federal programs involving preparedness, planning, mitigation, response and recovery from emergencies and natural disasters;
- Coordinates, plans and manages federal disaster relief effort during post-disaster recovery operations and pre-disaster planning;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares department budget including Federal Program funds, Nuclear Safety Emergency funds, Federal Disaster Relief funds;
- Maintains contacts with individuals within and outside of division who might impact on program activities including state agencies and municipal officials;
- Conducts statewide emergency management training for state and local personnel;
- Plans and directs federally evaluated exercises and drills to assess the State's emergency response capabilities;
- Reviews emergency response plans for state municipalities;
- Prepares, executes and tests state radiological emergency response plan;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in emergency planning and operational and resource management in a large governmental organization.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a supervisory capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master’s degree in a closely related field may be substituted for one (1) additional year of the General Experience.
