PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of engineering and/or related tasks pertaining to one or more of the following aspects of engineering projects or studies: design, construction, rehabilitation, operation, maintenance, testing and data collection and analysis, planning, research and compliance with regulations.

SUPERVISION RECEIVED

Works under the general supervision of an engineer or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs engineering review, analysis and preparation of plans and specifications; 
  • Prepares cost estimates or economic analyses; 
  • Performs engineering studies, inspections and investigations; 
  • Makes recommendations for corrective action and compliance; 
  • Conducts tests and collects and analyzes data; 
  • Performs administrative duties such as report writing and general planning for unit; 
  • Coordinates with consultants in project development; 
  • Evaluates adequacy of engineering submissions; 
  • Serves as representative of agency at public and committee meetings and conferences; 
  • Provides technical assistance to local, state and federal officials and the public; 
  • May testify in hearings and court cases; 
  • May plan, review and/or oversee special projects pertaining to engineering issues, data or equipment; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in civil engineering.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in civil or environmental engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Civil Engineer 2 is assigned to Salary Group ES 22a.
  • Employees shall proceed through that Salary Group and then shall proceed to the maximum salary of Salary Group ES 23.
  • The Job Code is identified as Salary Plan EE in CORE-CT.
