PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, Division of Construction Services this class is accountable for serving as the State Fire Marshal and directing the activities of the Office of the State Fire Marshal.
SUPERVISION RECEIVED
Receives executive direction from the Commissioner.
SUPERVISION EXERCISED
Directs staff of the office.
EXAMPLES OF DUTIES
- Directs staff and operations of the Office of the State Fire Marshal;
- Coordinates, plans and manages office activities;
- Formulates office goals and objectives;
- Develops and implements related policies and procedures;
- Interprets and administers the State Fire Codes;
- Evaluates staff;
- Prepares or assists in preparation of office budget;
- Maintains contacts with individuals within and outside of bureau who might impact on office activities;
- Approves or disapproves amendments to the State Fire and Hazardous Materials Codes and revises as necessary;
- Grants variations or exemptions from code requirements;
- Conducts public hearings regarding code changes;
- Conducts special investigations including on-site inspections as required;
- Drafts legislation;
- Develops and implements certification and training programs for local fire marshals;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes and regulations;
- relevant agency policies and procedures;
- State Fire Safety Code, Hazardous Material Codes and other adopted national standards;
- methods, materials and equipment used in building construction including service and safety equipment;
- engineering and architectural principles and practices pertaining to building construction;

- oral and written communication skills.
SPECIAL REQUIREMENTS
- Incumbents in this class are required to possess at time of appointment certification as a Fire Marshal by the Department of Administrative Services, Office of the State Fire Marshal or to obtain such certification within one year of appointment.
- Incumbents are required to maintain certification during their employment.

Appointed by the Commissioner of the Department of Administrative Services in accordance with the provisions of Section 29-291 of the Connecticut General Statutes.
