PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection, Trade Practices Division this class is accountable for independently performing a full range of tasks in acting as an advisor and consultant on technical and mechanical automobile issues at arbitration hearings to settle automobile disputes.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade. May also receive assignments from the Arbitration Panel.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Attends arbitration hearings as a consultant and advisor to the Arbitration Panel; 
  • Reviews and evaluates evidence presented to determine conformance with automobile warranties; 
  • Reviews case files prior to arbitration hearings and conducts research as required; 
  • Addresses mechanical and technical concerns and questions of parties at arbitration hearings; 
  • Prepares reports; 
  • Maintains records; 
  • Testifies at department hearings; 
  • May inspect motor vehicles to determine vehicle performance and conformance to manufacturer’s warranty; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • the technical, mechanical and operational principles of motor vehicles; 
    • the parts and equipment of a motor vehicle; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • make inspections and conduct road tests of a motor vehicle; 
    • research automotive problems; 
    • interpret and apply laws and policies; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Incumbents must possess one of the following:

  • Four (4) years of experience in the repair of motor vehicles in an establishment having a current repair's license or in a multi-vehicle trucking or transportation service garage;
  • Four (4) years of experience in investigatory or regulatory work pertaining to motor vehicles;
  • A combination of the above experience equalling at least four (4) years.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Graduation from high school or technical school with course work in automotive repair may be substituted for one (1) year of the General Experience.

SPECIAL REQUIREMENTS

  • Certification by the National Institute of Automotive Service Excellence as a Master Auto Technician, or a degree or other credentials from a nationally recognized organization or institution attesting to automotive expertise.
  • The appointing authority may require the possession of a valid Motor Vehicle Operator's license, including a Motorcycle Endorsement, during employment in this class.
  • Incumbents in this class may be required to travel.
