PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Department of Correction facility or district this class is accountable for supervising the operation, maintenance and repairs of a variety of complex electrical and electronic systems involving high and low voltage, and performs the most complex operation, maintenance and repairs on such systems.

SUPERVISION RECEIVED

Receives general direction from a Plant Facilities Engineer or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Correctional Electricians, Correctional Electronic Technicians, Correctional General Maintenance Officers and inmates assigned to the operation.

EXAMPLES OF DUTIES

  • Supervises operation, maintenance and repair of an electrical substation involving high and low voltage distribution systems and all electrical and electronic systems including security; 
  • Analyzes quickly and accurately extent and cause of all electrical and electronic failures and closely supervises immediate repair of such failures and/or performs highly skilled repairs on such failures; 
  • Maintains an efficient system of preventive maintenance on all electrical and electronic systems; 
  • Uses testing devices such as oscilloscope, signal generator, recording meters, voltmeter and other equipment common in trade; 
  • Calibrates electrical control devices, meters and other instruments; 
  • Prepares reports and makes technical recommendations; 
  • Prepares cost estimates and writes specifications for needed electrical equipment and/or repairs; 
  • Conducts acceptance tests for all new equipment or repairs on existing equipment performed by outside contractors;
  • Supervises a staff of Correctional Electricians and inmates supporting the following service functions: 1) phone shop, 2) radio and TV repair shop, 3) general maintenance and repair of motors and gates, industrial shop equipment and electrical construction;
  • Interviews, selects, assigns and evaluates work of employees; 
  • Schedules all repair/maintenance/construction with regard to minimum disruption of prison routine; 
  • Maintains discipline and enforces security measures; 
  • May supplement  the work performed by electricians and other subordinate staff based on current practice; 
  • May physically restrain inmates, quell disturbances and otherwise assist security forces in emergencies; 
  • May be required to operate a motor vehicle; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of methods, materials and equipment used in installation, operation, maintenance and repair of electrical power distribution systems for commercial and industrial buildings; 
  • Knowledge of
    • basic principles and practices of electrical engineering; 
    • current objectives, practices and policies relating to inmate work in correctional institutions; 
    • maintenance and repair of communication systems, electronic equipment and other electrical systems; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
    • in care and use of tools, equipment and testing devices used in electrical maintenance and construction field; 
  • Considerable ability to
    • analyze quickly and accurately extent and cause of electrical malfunctions and failures; 
    • operate and interpret computerized and automated control systems; 
  • Ability to
    • plan a program of preventive maintenance and repair of a complex electrical installation; 
    • interpret and revise electrical wiring and schematic drawings; 
    • recommend efficient revisions to electrical power systems and equipment; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the construction, installation, operation, maintenance and repair of complex electrical equipment including high voltage lines, transformers, auxiliary and stand-by power generators, switchgear apparatus, and communication systems.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity or in a correctional setting.

NOTE: For state employees this experience is interpreted at the level of a Correctional Electrician and Correctional Electronics Technician.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in the field of electrical engineering or closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of three (3) years for a Bachelor's degree.
OR

  • Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year-for-year basis, to a maximum of three (3) years.

SPECIAL REQUIREMENTS

  • Incumbents in this class must have reached their 18th birthday.
  • Incumbents in this class are required to possess a high school diploma or General Educational Development (GED) certification at the time of appointment.
  • Incumbents in this class may be required to successfully complete a formal training course in correctional work to develop the knowledge, skills and abilities to successfully perform the duties of the class.
  • Incumbents in this class may be required to respond to after-hour emergencies as requested by facility supervisors.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to travel.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
  • A comprehensive medical examination, including a controlled substance screening, will be required of all applicants upon a conditional offer of employment.

WORKING CONDITIONS

Incumbents in this class may be exposed to danger of assault or injury by inmates and to the hazards of working with high voltage electrical power systems.
