PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection this class is accountable for supervising inspectors engaged in inspection, testing, and investigation activities or specific division programs and activities.

SUPERVISION RECEIVED

Receives general direction from the Consumer Protection Division Director or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Consumer Protection Inspectors and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans inspection work; 
  • Establishes and maintains inspection procedures; 
  • Makes recommendations on development of policies and standards; 
  • Reviews inspection reports and laboratory results for compliance; 
  • Supervises investigations; 
  • Prepares evidence for and testifies at hearings and in court; 
  • Supervises field or program activities pertaining to Connecticut Unfair Trade Practices Act, home improvement contractors, auctioneers, closing out sales, health clubs, itinerant vendors, jewelry auctioneers, consumer complaint processing and tracking, agency consumer hotline and investigations and related mandatory procedures;
  • Conducts in-service training; 
  • Speaks before groups and the media; 
  • Conducts research and compiles statistics on division activities; 
  • Prepares correspondence and reports; 
  • May perform field inspection and investigations; 
  • May assist Director with administrative duties; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • federal, state and municipal programs pertaining to unfair trade practices;
    • relevant state and federal laws and regulations; 
    • inspection and investigation methods and techniques; 
  • Knowledge of arbitration procedures; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to interpret statutes and analyze facts; 
  • Ability to supervise a regulatory and investigatory program; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the inspection and enforcement of relevant consumer protection laws and regulations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been inspecting and investigating consumer protection complaints at the level of a Consumer Protection Inspector.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be required to lift heavy objects and exposed to moderately disagreeable conditions.
