PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Correction at the Cheshire, MacDougall, Osborn and York Correctional Institutions this class is accountable for directing the planning and development of either the production phase of the correctional enterprises manufacturing and services programs or correctional commissary operations.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Correctional Enterprises or other administrative official of higher grade and the administrative direction of the institution head.
SUPERVISION EXERCISED
Directs Correctional Enterprises program staff.
EXAMPLES OF DUTIES
- Directs staff and operations of the Correctional Enterprises program;
- Coordinates, plans and manages manufacture of enterprises products or sale and delivery of commissary products to inmates;
- Assists in formulating operating policies and implements such policies within assigned area of responsibilities;
- Installs and supervises accounting controls and assists in preparation of budget estimates;
- Promotes sale of products;
- Assists in administering enterprises or commissary revolving fund;
- Assigns and manages various industrial or commissary programs;
- Promotes establishment and evaluates effectiveness of new services;
- Supervises program as applied to vocational training of inmates;
- Plans, promotes and coordinates handling, use and disposition of enterprises or commissary products;
- Coordinates actions to solve problems in production, purchasing, financing and/or sale;
- Maintains records;
- Conducts correspondence and prepares reports ;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May work closely with supervisors in determining requirements and specifications for supplies, materials and equipment with a view to standardizing purchasing and production methods and coordinates same with purchasing officer;
- Performs related duties as required.

- Considerable knowledge of
- modern concepts of industrial or retail management;
- techniques of industrial materials control, method analysis, manufacturing, engineering and marketing procedures;
- retail stock and inventory control methods, purchasing principles and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in production work or commissary or retail merchandising, purchasing, or warehouse operations within a correctional setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity.
NOTE: For state employees, managerial experience is interpreted at the level of a Correctional Services Manager. Supervisory experience is interpreted at the level of a Correctional Industries Supervisor 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
