PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Children and Families this class is accountable for directing all medical, behavioral and mental health services to children under the care and custody of the agency and serves as the agency's Chief Administrator of Behavioral Health and Wellbeing. The incumbent will also serve as the Department Medical Director.
SUPERVISION RECEIVED
Receives executive direction from the Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
- Directs staff and operations of services and programs relating to child and adolescent behavioral health, medical/physical health and wellbeing;
- Coordinates, plans and manages division activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Maintains contacts with individuals within and outside of department who might impact program activities;
- Participates in development, oversight and administration of department’s medication management and approval processes;
- Oversees the integration of comprehensive health management for all children in care;
- Oversees the development and management of behavioral health initiatives for all Connecticut children;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May prepare or assist in preparation of division and state budgets relating to DCF health initiatives;
- May participate on various committees and boards;
- May serve as liaison to other state and non-state agencies, committees, boards or entities;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in a managerial capacity in a health-related field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must be in a multi-disciplinary leadership role at the level of a Staff Physician or Staff Psychiatrist.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain a license to practice as a physician or psychiatrist in Connecticut.
- Incumbents in this class must be Board certified in pediatrics, child and adolescent psychiatry, combined internal medicine and pediatrics, and/or adolescent medicine.
- Incumbents in this class may be required to provide after-hours consultation and/or after-hours emergency services as directed by the Commissioner or designee.
- Incumbents in this class may be required to possess appropriate current licenses, certifications or permits.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
- Incumbents in this class may be required to travel.
