PURPOSE OF JOB CLASS (NATURE OF WORK)
In a Department of Correction facility or district this class is accountable for supervising and coordinating the activities of a staff assigned to operate and maintain all heating, cooling, major utilities and their distribution systems.
SUPERVISION RECEIVED
Receives general direction from a Plant Facilities Engineer or other employee of higher grade.
SUPERVISION EXERCISED
Supervises Correctional Stationary Engineers, Correctional Plumber and Steamfitters, Correctional General Maintenance Officers, Correctional Heating, Ventilating, Air Conditioning and Refrigeration Technicians, inmates and other staff as assigned.
EXAMPLES OF DUTIES
- Supervises the operation, maintenance and repair of low and medium pressure steam, high and low temperature hot water, air conditioning, refrigeration, ventilation and distribution systems;
- Makes regular and special inspections of plant and equipment to insure efficiency of operation;
- Schedules preventive maintenance and repairs;
- Directs maintenance of burner management systems, control systems, computerized control systems and boiler and water treatment programs;
- Analyzes problems and determines whether repair is within capability of staff or contacts outside contractors;
- Maintains records, logs, charts of fuel consumption, power generated, repairs, inventories and makes reports on operations and activities;
- Assists in determining changes or capital improvements to power distribution systems;
- Assists in preparation of budget estimates;
- Schedules and assigns staff and inmates and evaluates and prepares performance reports;
- Requisitions supplies, maintains records and conducts correspondence relating to operations;
- Maintains discipline and enforces security measures;
- May supplement the work performed by subordinate maintenance staff based on current practice;
- May physically restrain inmates, quell disturbances and otherwise assist security forces in emergencies;
- May be required to operate a motor vehicle;
- Performs related duties as required.

- functions, operations, maintenance and repair of boiler room and emergency power generating equipment;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in the operation, maintenance or repair of heating, cooling and generating equipment.
NOTE: Based on an individual's technical experience, the length of credited service will be determined at the discretion of faculty management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity or in a correctional setting.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in mechanical engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years for a Bachelor's degree;
OR
- Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year-for-year basis, to a maximum of three (3) years.
SPECIAL REQUIREMENTS
- Incumbents in this class must have reached their 18th birthday.
- Incumbents in this class may be required to successfully complete a formal training course in correctional work to develop the knowledge, skills and abilities to successfully perform the duties of the class.
- Incumbents in this class may be required to respond to after-hour emergencies as requested by facility supervisors.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s License.
- Incumbents in this class may be required to travel.
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
- Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
- A comprehensive medical examination, including a controlled substance screening, will be required of all applicants upon a conditional offer of employment.
WORKING CONDITIONS
Incumbents in this class may be exposed to danger of injury or assault by inmates who have access to tools of the trade as weapons and may be exposed to considerable danger and discomfort associated with tasks and machinery used in the trade.
