PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction at a correctional institution this class is accountable for directing the planning, development, and coordination of a district correctional commissary operation.

SUPERVISION RECEIVED

Receives administrative direction from the Director of Correctional Enterprises or other official of higher grade.

SUPERVISION EXERCISED

Directs commissary staff and inmates.

EXAMPLES OF DUTIES

  • Directs staff and operations of a district commissary operation;
  • Coordinates, plans and manages sale and delivery of commissary products to inmates within assigned district;
  • Assists in formulating and implementing operating policies;
  • Implements commissary operating policies;
  • Prepares financial statements and assists in preparation of budget estimates;
  • Maintains contact with individuals within and outside of commissary who might impact on program activities;
  • Promotes sale of products; 
  • Assists in administering commissary revolving fund;
  • Establishes and maintains operating and/or training procedures for commissary inmates; 
  • Assigns and manages various functions of commissary such as product delivery, production, receiving and inventory of merchandise, special sales;
  • Promotes and coordinates handling, use and distribution of commissary merchandise; 
  • Maintains budget control by monitoring expenditures against allotments;
  • Maintains records, conducts correspondence and prepares reports related to commissary program; 
  • Consults with Lead Commissary Operators to determine requirements and specifications for supplies, materials and equipment and coordinates same with purchasing officer; 
  • Promotes establishment of new commissary services and evaluates effectiveness of present services;  
  • Assumes responsibility for custody and security of assigned inmates, buildings, grounds and operations; 
  • Maintains discipline among employees and inmates;
  • Participates in crisis intervention as needed; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May counsel inmates; 
  • May participate in disciplinary hearings; 
  • May physically restrain inmates, quell disturbances and otherwise assist security forces in emergencies as well as code response; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures;
    • retail purchasing principles and procedures; 
    • stock and inventory control methods;  
    • policies and procedures utilized in correctional facilities; 
    • modern correctional methods and practices;
    • standard security measures and appropriate methods of inmate supervision and discipline;
  • Knowledge of
    • and ability to apply management principles and practices; 
    • current concepts of  practices in merchandise order processing, line production and delivery management in a correctional environment;
    • bookkeeping controls; 
    • principles of budgeting and accounting;  
  • Considerable
    • interpersonal skills;
    • oral and written communication skills; 
  • Ability to keep records and make reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in commissary or retail merchandising, purchasing or warehouse operations within a correctional setting.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE: Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for Bachelor's degree.

CHARACTER REQUIREMENTS

In addition to the checking of references and facts in the application a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform the duties of the class.
