PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction this class is accountable for directing the planning, implementation, management and evaluation of dental services in all facilities.

SUPERVISION RECEIVED

Receives administrative direction from a Deputy Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff assigned to dental program.

EXAMPLES OF DUTIES

  • Directs staff and operations of a statewide dental program;
  • Ensures provision of dental services in compliance with court mandates, state and federal regulations and consistent with community standards, legal mandates and agency strategic goals;
  • Formulates and leads dental services team in attainment of program based and agency goals and objectives;
  • Assists in formulation and implementation of organizational and site-specific policies and procedures;
  • Oversees program staffing to ensure appropriate resource allocation and compliance with collective bargaining agreements and labor laws;
  • Enforces dental services polices and agency administrative directives;
  • Coordinates with human resources to ensure hiring, retention, training and promotion of qualified staff;
  • Provides ongoing performance feedback and evaluations and initiates and enforces progressive discipline when necessary;
  • Ensures overall operations  within budgetary guidelines;
  • Maintains contacts with individuals within and outside of division who might impact program activities;
  • Provides consultation and assistance to regional directors;
  • Provides oversight to statewide professional practice system as it relates to dentistry, including morbidity and mortality reviews, emergency response reviews, self-audits, Quality Management Assessment Team reviews and public health containment activity;
  • Conducts investigations into unusual events or incidences related to specific dental health program(s) and responds to inmate grievances and third-party inquiries;
  • Acts as consultant to Assistant Attorneys General on inmate complaints and lawsuits and manages and coordinates high profile cases;
  • Represents department at professional conferences and meetings;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May oversee compliance activities with court mandates;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • agency policies and procedures;
    • principles and practices of dental surgery with particular reference to oral pathology;
  • Knowledge of relationships between risk factors and incidence of health problems;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
    • skill in dental operative techniques;
  • Considerable ability to teach and provide clinical supervision.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of supervisory experience which must have been in a clinical dental program.

NOTE: For state employees this experience is interpreted at the level of a Lead Dentist.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain an unrestricted license to practice dentistry in Connecticut.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. 
  • Incumbents in this class may be required to travel.
